Position Summary

Soho is seeking an experienced Federal Proposal Writer with a proven track record in crafting high-quality technical proposals. The ideal candidate will have extensive knowledge of the Federal Acquisition Regulation (FAR), experience with IDIQ, GWAC, and other federal contracting vehicles, and a strong history of successful contract bids. This role requires exceptional writing skills, attention to detail, and the ability to work collaboratively with cross-functional teams.

Key Responsibilities

  • Proposal Development:
  • Lead the development and writing of federal proposals, ensuring compliance with solicitation requirements and FAR regulations.
  • Create compelling and technically sound proposals, including sections such as executive summaries, technical approaches, management plans, past performance, and resumes.
  • Translate complex technical concepts into clear, concise, and persuasive content tailored to the specific needs of the solicitation.
  • Project Management:
  • Manage the full proposal lifecycle, from initial opportunity identification through submission and post-submission activities.
  • Develop and maintain proposal schedules, outlines, compliance matrices, and other proposal-related documents.
  • Coordinate with cross-functional teams, including subject matter experts, business development, contracts, finance, and legal, to gather necessary information and inputs.
  • Compliance and Quality Assurance:
  • Review and analyze RFPs, RFIs, and other solicitation documents to identify requirements and evaluation criteria.
  • Ensure all proposal submissions are compliant with federal regulations, solicitation requirements, and company standards.
  • Conduct quality assurance reviews of proposal content to ensure accuracy, completeness, and overall quality.
  • Process Improvement:
  • Continuously improve proposal processes, templates, and tools to enhance efficiency, quality, and success rates.
  • Stay current with industry best practices, trends, and innovations in proposal management and technical writing.
  • Performance Metrics:
  • Maintain a high success rate in winning contracts by developing competitive and persuasive proposals.
  • Participate in post-submission debriefs, lessons learned sessions, and proposal retrospectives to identify areas for improvement.
  • Track and report on proposal success rates and other key performance indicators.

Qualifications

  • Education:
  • Bachelor’s degree in Technical Writing, Communications, Business, Engineering, or a related field. Master’s degree preferred.
  • Experience:
  • Minimum of 5 years of experience in technical proposal writing and management for federal government contracts.
  • Proven track record of managing and winning proposals for IDIQ, GWAC, and other federal contracting vehicles.
  • Extensive knowledge of the Federal Acquisition Regulation (FAR) and other relevant federal contracting regulations and guidelines.
  • Skills:
  • Exceptional writing, editing, and proofreading skills with a keen attention to detail.
  • Strong project management skills with the ability to manage multiple proposals simultaneously and meet tight deadlines.
  • Excellent interpersonal and communication skills, with the ability to collaborate effectively with diverse teams.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software (e.g., SharePoint, Adobe Acrobat, etc.).
  • Certifications:
  • APMP Certification (Foundation or Practitioner) preferred.
